Odisha’s school system is in the middle of two structural changes at once: its two examination boards are being merged, and a state-funded free-education scheme covering kindergarten through postgraduate study takes effect from the 2026-27 session. Either would be enough to disturb how a school records and reports its data. Together they argue for choosing software that treats board identity and fee liability as configuration rather than as something baked into the product.

Odisha’s two boards are being merged — plan for it
Today the Board of Secondary Education (BSE), Odisha, headquartered in Cuttack, handles Class 10 academics and examinations along with the teacher eligibility test. The Council of Higher Secondary Education (CHSE), Odisha handles Classes 11 and 12.
The state government has decided to merge the two into a single board, aligning with NEP 2020, with a team studying states that have already completed similar reforms — Assam among them, which merged its secondary board and higher secondary council into the Assam State School Education Board in 2024. The location of the new body had not been settled at the time of the announcement, and as of July 2026 BSE and CHSE continue to operate separately.
For a school, the lesson is architectural. If your software stores “board” as a single unchangeable value on the school record, a merger means a migration. If board affiliation is a configurable attribute at the class or stage level, with grading systems, report-card templates and registration exports each keyed to it, the change is an afternoon of administration. Ask about this explicitly during evaluation — it is a question that will come due.
Gyanodaya: free education from KG to PG from 2026-27
On 1 July 2026 the Odisha Cabinet approved the Gyanodaya - Shiksharu Samruddhi scheme, providing free education from kindergarten to postgraduate level in government and government-aided institutions. Reported figures put first-year expenditure at Rs 895.57 crore and Rs 5,467.55 crore over five years, with roughly 32 lakh students expected to benefit. The scheme takes effect from the 2026-27 academic session and waives admission fees, with coverage extending to Classes 9 to 12 and to undergraduate and postgraduate programmes; education up to Class 8 was already free in the state.
Two consequences follow.
For government-aided schools, fee heads that previously generated receivables now generate a claim against the state instead. Your ledger has to distinguish between a fee that is waived, a fee that is collected, and a fee that is recoverable from a scheme — three different states that a simple “paid / unpaid” model cannot express.
For unaided private schools, which fall outside the scheme, the change is competitive rather than accounting. Parents comparing options will be weighing a zero-fee aided school against yours, and the answer to that is transparency: a fee structure a parent can see in full, receipts that arrive immediately, and no surprise heads mid-session.
The April session and a 43-day summer vacation
Odisha’s 2026-27 academic session opened on 1 April 2026, marked alongside Utkal Divas with textbook distribution, and runs to March 2027 with 220 working days. The published calendar sets a summer vacation from 6 May to 17 June 2026 — 43 days — a Puja vacation of ten days from 17 to 26 October 2026, a winter break in late December, all Sundays as weekly holidays and the second Saturday of each month off.
A 43-day summer break is among the longest in the country and has real operational weight. Attendance denominators for May and June are small, so a handful of absences move a student’s percentage sharply. Fee instalments falling due inside the vacation are collected against an empty campus. Teacher workload and syllabus pacing have to absorb the gap before the half-yearly assessment.
The requirement is simple to state and often missing in practice: the holiday calendar must be data the attendance engine and the message scheduler both read, not a printable list.
RTE Paradarshi: Odisha runs its own 25% admission portal
Odisha operates RTE Paradarshi, an online portal run by the School and Mass Education Department for Section 12(1)(c) of the Right to Education Act — the provision requiring private unaided schools to reserve at least 25% of seats in entry classes for children from socially and economically disadvantaged backgrounds. The portal handles parent applications, lottery-based seat allocation in rounds, and reimbursement claims filed by schools.
If you run an unaided private school in Odisha, this is a recurring compliance workload: eligibility documents to verify, allotted students to enrol on a separate track, attendance and continuation to evidence, and reimbursement claims to file against the state. Your student master needs an RTE flag and the supporting category and income fields captured at admission — not added later — because a reimbursement claim that cannot be evidenced is a claim that does not get paid.
Odia-first parent communication
Odia is a classical language and the medium of instruction for the large majority of Odisha’s schools. Even in English-medium schools in Bhubaneswar and Cuttack, a substantial share of parents read Odia more comfortably than English.
The practical test for any communication module: when a parent sends a WhatsApp message in Odia, does the reply come back in Odia, and are the numbers in it correct? Machine translation of a whole message can and does alter figures. What you want is a system where the fee amount, the date, the marks and the child’s name are computed by the application and preserved verbatim, and only the surrounding wording is localised.
GST on school fees: what stays exempt
Services provided by an educational institution to its students are exempt from GST under Entry 66 of Notification No. 12/2017-Central Tax (Rate), dated 28 June 2017. The exemption covers tuition, admission, examination, hostel and transport charges for recognised institutions from pre-school to higher secondary.
This is worth stating plainly because school accounting software sometimes applies tax to fee heads by default. Your system should treat these heads as exempt and keep any genuinely taxable activity — commercial hall hire, third-party sales — in a separate, correctly-taxed set. Under Gyanodaya, aided schools will also want the waived component to appear correctly in the books rather than as an untracked discount.
