CBSE Mandatory Public Disclosure: Appendix-IX Guide

A row-by-row walkthrough of CBSE's Appendix-IX public disclosure format — the five sections, the eight documents, and the staff and infrastructure tables.

Mandatory Public Disclosure is the one CBSE compliance obligation that lives entirely on your own website, which is exactly why it drifts. Nobody logs in to check it. Then an affiliation application, an extension or an inspection arrives, and a page last edited two principals ago becomes the school’s problem.

The format is not open to interpretation. It is Appendix-IX of the Affiliation Bye-Laws, and CBSE publishes the blank proforma. This guide walks it section by section, because the sections are where schools lose marks.

Appendix-IX is the format, and nothing else counts

A “disclosure page” that lists the school’s history, its vision statement and a fee table is not compliance. Appendix-IX has five lettered sections, in order, with specified rows. The revised proforma was introduced through Circular 03 dated 05.03.2021 and sits in Chapter 13 of the bye-laws material on the SARAS portal.

Build the page to the proforma’s shape. An inspector comparing your page against the appendix should be able to read straight down.

Section A and B: identity and the eight documents

Section A, General Information is seven rows: name of the school, affiliation number if applicable, school code if applicable, complete address with PIN code, principal name and qualification, school email ID, and contact details.

Section B, Documents and Information is the section that trips schools, because every row is an upload:

  1. Copies of the affiliation or upgradation letter, and the most recent extension of affiliation if any
  2. Copies of the society, trust or company registration or renewal certificate, as applicable
  3. Copy of the No Objection Certificate issued by the State Government or UT, if applicable
  4. Copies of the recognition certificate under the RTE Act, 2009, and its renewal if applicable
  5. Copy of a valid building safety certificate as per the National Building Code
  6. Copy of a valid fire safety certificate issued by the competent authority
  7. Copy of the DEO certificate submitted for affiliation, upgradation or extension, or self-certification by the school
  8. Copies of valid water, health and sanitation certificates

The proforma carries an explicit note under this section: uploads must be self-attested copies attested by the Chairman, Manager or Secretary and by the Principal, and if documents are later found not to be genuine, the school is liable for action as per norms.

Four of those eight — building safety, fire safety, water and health and sanitation, and RTE renewal — carry expiry dates. A disclosure page that was correct when published goes non-compliant on its own, silently, the day a certificate lapses.

Section C: fees, calendar, SMC, PTA and three years of results

Section C, Result and Academics, asks for the fee structure of the school, the annual academic calendar, the list of School Management Committee members, the list of Parent Teacher Association members, and the last three years’ board results as applicable.

The results come as two tables, Class X and Class XII, each with year, number of registered students, number of students passed, pass percentage and remarks. Registered, not appeared — the denominator is your LOC submission. Schools that quote appeared-student figures show a flattering pass percentage that will not reconcile with the Board’s own records.

Section D: the staff table that now names a wellness teacher

Section D, Staff (Teaching), asks for the principal, the total number of teachers broken into PGT, TGT and PRT, the teachers-section ratio, details of the special educator, and details of the counsellor and wellness teacher.

The last row is worth pausing on. CBSE amended the bye-laws on the appointment of a Counsellor and Wellness Teacher through Circular 02/2026 dated 19 January 2026. A staffing requirement introduced by circular becomes, immediately, a row on your public website that either has a name in it or does not.

The teachers-section ratio is a computed figure, not a headcount. It requires that your section list and your teacher list are both current in the same place.

Section E: infrastructure, toilets, and the inspection video

Section E, School Infrastructure, asks for total campus area in square metres, the number and size of classrooms, the number and size of laboratories including computer labs, whether internet facility exists, the number of girls’ toilets, the number of boys’ toilets, and a link to a YouTube video of the inspection of the school covering its infrastructure.

That last row surprises schools every time. A public video link is part of the prescribed format, and an empty row is a visible gap.

Keeping the teacher list current is its own obligation

Alongside Appendix-IX, CBSE separately requires teacher details with qualifications on the school website. Circular 01/2026, dated 12 January 2026, was a reminder to upload and update them. Reminders recur because compliance decays: teachers join and leave, and nobody edits the website.

The fix is to make the disclosure page derive from the same staff records the school actually maintains, rather than from a spreadsheet someone e-mailed the web developer.

Pulling the numbers without a manual audit

Almost every figure Appendix-IX wants already exists somewhere in a school’s operational system.
