Most states that regulate private school fees put the deciding body outside the school — a district committee chaired by the Collector, or a divisional panel. Chhattisgarh did something different. Under the Chhattisgarh Non-Government Schools Fees Regulation Act, 2020, the first-level fee committee sits inside the school, and the department has made constituting it mandatory.
That design decision is the single most important thing to understand before buying school software in Raipur, Bilaspur, Durg-Bhilai or Korba. It means the school’s own fee record is not just an accounting output — it is the working document of a statutory committee that meets on the premises, with parent representation.
The fee committee lives inside the school
The Act and the Rules framed under it set out the procedure for fixation of fees in non-government schools, starting with a school-level committee. Nodal principals and district education officers monitor whether those committees exist and function, and flag violations upward.
The Chhattisgarh High Court has upheld the Act and its Rules as constitutionally valid, holding that the legislation is within the state’s legislative competence and does not offend Articles 14 or 19(1)(g). Individual hardship, the court held, is not a ground to strike down the framework.
For a school administrator, the consequence is procedural rather than philosophical. A fee decision needs minutes, a stated basis, and figures that match the ledger — produced on a schedule, not reconstructed after a complaint.
Eight percent, and what crossing it costs
A Chhattisgarh private school may raise its annual fee by up to 8% without prior approval. Anything beyond that requires clearance from the district fee committee.
Eight percent is a tighter band than it sounds when salary costs, transport diesel and utility tariffs are all moving at once. Schools that stay inside it need to be able to show, precisely, what last year’s fee per class per head actually was — because the ceiling is measured against a base, and a base that includes a discretionary “annual charge” nobody documented is a base that will be disputed.
Books, uniforms and the tying question
Alongside the fee ceiling, the state has moved against schools pressuring parents to buy books, uniforms and stationery from designated vendors. This is the second front in Chhattisgarh fee enforcement and it is frequently the one that produces complaints, because a school can be fully compliant on the tuition line and still be charging effectively through a bookshop.
The record-keeping implication: one-time material charges need to be visibly separate from the recurring fee, and optional items need to be recorded as optional.
CGBSE Raipur and the school-side data it depends on
The Chhattisgarh Board of Secondary Education (छत्तीसगढ़ माध्यमिक शिक्षा मण्डल), headquartered in Raipur, conducts the High School and Higher Secondary examinations along with D.El.Ed and D.P.Ed programmes, and handles school recognition and renewal.
The 2026 cycle ran Class 10 from 21 February to 13 March and Class 12 from 20 February to 18 March, in a single morning session. For Class 12, 2,46,166 students registered and 2,44,453 appeared. Results followed in late April.
Board season is a data-integrity event more than an academic one. Names, dates of birth, parent names and subject combinations submitted at registration are the fields that generate correction applications two years later if they were typed wrong the first time.
Swami Atmanand schools changed the competitive picture
Chhattisgarh’s Swami Atmanand English Medium Schools are a state-run chain offering English-medium education free up to Grade 8, with a nominal fee from Grade 9. Several hundred were established across the state.
For a private school in a district town, this is a real competitive fact, not a policy footnote. A parent choosing between a private English-medium school at ₹2,000 a month and a free government English-medium school nearby is making a value judgement — and the private school’s answer has to be visible: attendance transparency, teacher responsiveness, results, communication that arrives before the parent has to ask.
RTE 25% admissions on the state education portal
Chhattisgarh runs Section 12(1)(c) admissions through eduportal.cg.nic.in/rte/, on a published calendar. In the 2026-27 cycle, online student registration and nodal verification ran from 16 February to 31 March 2026, lottery and seat allotment from 13 to 17 April, and school admission from 1 to 30 May.
Because the calendar is fixed and public, the school knows in advance when allotted children arrive. The work is what comes after: keeping the RTE cohort identifiable in the student master for the whole of their schooling, since reimbursement claims depend on it.
What a Chhattisgarh school actually needs from its software
The requirement list follows directly from the above, and it is short.
A ledger that can be read by a committee. EdunodeX keeps a unified per-student fee ledger where each charge maps to a named fee item with its own category. Concessions are stored as a concession amount with a per-installment audit record and are reversible rather than overwriting the original figure; late fees sit in a separate penalty field that can be waived with a trail. A fee committee asking “what did this class pay last year, per head” gets an answer from the system rather than from memory.
Separation of recurring fee from one-time material charges. Fee items carry categories and a discountable flag, and one-time pass-through heads are modelled distinctly from tuition. That separation is what keeps the books-and-uniforms question answerable.
Receipting that survives audit. Receipt numbers come from a PostgreSQL sequence in the format RCP-YYYYMMDD-XXXXX, so the series is gap-free even under concurrent collection at multiple counters. Tally export and bank reconciliation close the loop with the school’s accountant.
State-aware admissions. The school’s state code drives reservation categories, RTE income threshold, age cut-off and the RTE export column set on the admission form, with per-column admin override. The admissions inbox exports RTE and quota CSVs directly.
Communication parents actually receive. Outbound WhatsApp uses Meta-approved templates with per-guardian opt-in enforced in the backend, and the inbound bot answers in the language the parent wrote in. The staff interface ships a Hindi locale.
None of that is exotic. It is simply what a fee framework built around an in-school committee, an 8% ceiling and a published RTE calendar requires a school to be able to produce on request.
