SAFAL — Structured Assessment For Analyzing Learning — is the CBSE initiative most likely to be misdescribed inside a school, usually in one of two directions. Either it is dismissed as “another survey”, or it is treated as a high-stakes exam and drilled for. Both readings cause avoidable work.
It is a diagnostic. Understanding that determines how you should staff it, how you should talk to parents about it, and what you should do with the results.
SAFAL is a diagnostic, not a promotion exam
The stated purpose is to give schools diagnostic information about students’ learning so that school education can move towards competency-based teaching. Results are used to provide developmental feedback to schools, and are not used for promotion of students to the next grade.
Say that sentence to parents before the assessment happens, not after. The single largest source of SAFAL-related anxiety is a family assuming a competency assessment is a board exam by another name. It is also the easiest to prevent.
The corollary for teachers is more interesting: because nothing rides on the score for the individual student, the results are unusually honest. A term test tells you what students revised. A diagnostic tells you what they retained.
Which grades sit the assessment this session
The framework is built around the end of the foundational, preparatory and middle stages — Grades 3, 5 and 8. Administration in practice has been to students in Grades 6 and 9, assessing the competencies of the stage they have just completed.
That distinction matters operationally. If you plan around “Grades 3, 5 and 8” and the assessment arrives for Grades 6 and 9, you have prepared the wrong cohorts, briefed the wrong parents and blocked the wrong rooms. Before each session, check CBSE’s SAFAL page for the grades in scope rather than relying on the framework description.
SAFAL-KSA has been mandated for CBSE schools from the 2025-26 academic session, so this is a scheduled obligation with a registration step, not an optional programme.
Competency-based items are a different writing task
Schools that want their students to be comfortable with SAFAL should not build a question bank of SAFAL-style questions and drill it. That reproduces the exam-prep habit the assessment exists to diagnose.
What actually helps is changing the kind of question that appears in ordinary classwork. Competency-based assessment leans on case-based items, data interpretation, and questions where the student has to apply an idea in an unfamiliar setting rather than recall it in a familiar one. A Class 7 science worksheet that asks students to read a table and justify a conclusion is doing more SAFAL preparation than a mock paper.
This is a teacher-development task as much as an assessment task. Writing a good case-based item is harder than writing a recall question, and most teachers have had little practice.
What SAFAL asks of the school office
Less than a board exam, more than nothing:
- Accurate class and section lists for the grades in scope, with the enrolment matching what you have reported elsewhere.
- Students correctly registered, with names and identifiers consistent with your other records — the same discipline that makes board registration go smoothly.
- Rooms, invigilation and a schedule that does not collide with your own assessment calendar.
- A plan for what happens to the results when they arrive, decided before they arrive.
That last point is where most of the value is won or lost.
Using results without turning them into a ranking
The temptation on receiving competency data is to sort it. Rank the sections, rank the teachers, circulate the table. That converts a diagnostic into a performance review and guarantees that next year’s data is managed rather than measured.
A more useful reading looks for patterns: which competencies are weak across every section, which are weak in one section only, and which weaknesses persist from the previous cohort. The first suggests a curriculum or pacing problem. The second suggests a teaching or resourcing problem. The third suggests something structural that no single teacher will fix.
Then pick two or three competencies and actually change what happens in class. A report that produces no change in practice was an administrative exercise.
